Our 2013 Strategic Plan is broken down into the following:
Organization Mission To advance the quality of life of current and future retired state employees who have given of their talents to the State of Louisiana.
Vision RSEA will be viewed as a powerful advocate for a healthy, socially active, productive and economically secure retirement for state employees and be recognized as the voice of current and future retirees with the legislature and the public.
Goals RSEA seeks to make a significant difference in the lives of current and future retirees by:
- Securing COLAs for current and future retirees
- Protecting and enhancing health and retirement benefits
- Enhancing federal social security and other federal benefits for retirees
- Keeping members and others informed of retiree issues and activities
- Providing opportunities for social interaction among members
- Providing opportunities for community service
- Providing unique benefits to members
- Promoting membership in RSEA
Strategies RSEA will seek to achieve its stated goals through using the strategies outlined under each goal.
Securing COLAs for current and future retirees
- Sponsor/support appropriate COLA legislation and keep members informed in a timely manner
- Continue to lobby the legislature on COLA legislation
- Coordinate legislation initiatives, as appropriate, with the Louisiana Retired Teachers Association
Protecting and enhancing health and retirement benefits
- Sponsor/support appropriate retirement and health related legislation and keep members informed in a timely manner
- Continue to lobby the legislature on retirement and health related legislation
- Coordinate legislation initiatives, as appropriate, with the Louisiana Retired Teachers Association
Enhancing social security and other federal and state benefits for retirees
- Lobby to change federal legislation to allow all retirees to pay health and long term care insurance with pre-tax dollars
- Lobby to repeal or modify Social Security offsets (WEP and GPO)
- Investigate federal and state tax withholding changes and inform members
Keeping members and others informed of retiree issues and activities
- Publish Quarterly Newsletter
- Conduct Annual Regional meetings
- Get press coverage of activities and issues
- Make presentations or provide information booths relative to active state employees at various state government associations' meetings and conferences
- Meet with agency retirement liaisons about RSEA
- Provide informational communications to members on urgent and/or important topics through email blasts and website
- Establish committee to develop public relations plan
Providing opportunities for social interaction among members
- Sponsor a Statewide Annual Meeting
- Hold multiple chapter meetings per year as determined by Chapter Presidents
- Establish an Out-of-State Chapter designation
- Organize and sponsor group trips
Providing unique benefits to members
- Recognize Chapter Retirees of the Year
- Sponsor education seminars on issues relevant to members
- Maintain a RSEA "Hall of Fame" for public servants who have made significant contributions to the employees and retirees of the State of Louisiana
- Ongoing evaluation of benefits provider contract
- Identify and implement an informational program of available discounts, promotions and freebies
Providing opportunities for community service
Promoting membership in RSEA
- Re-brand RSEA
- Make presentations on RSEA at pre-retirement and post retirement seminars
- Make presentations or provide information booths relative to active state employees at various government associations' meetings and conferences
- Meet with agency retirement liaisons
- Provide information on RSEA to state agency new hires
- Conduct annual recruitment of new retirees
- Improve attendance at area chapter meetings
